Department Regulations

This is an English translation of the regulations published on the department’s Ukrainian-language page. It preserves the document’s wording, including its historical references to the Faculty of Thermal Power Engineering; those references are not a statement of the department’s present-day structure. The Ukrainian publication remains the original text.

1. General provisions

  1. 1.1. In the published wording, the Department of Automation of Energy Processes is identified as a basic educational and research unit of the Faculty of Thermal Power Engineering of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”. It conducts educational, methodological and research activities in speciality G7, Automation, Computer-Integrated Technologies and Robotics.
  2. 1.2. A department may be established if it has at least five academic staff members for whom the department is their primary place of employment, and at least three of those members hold a research degree or academic (honorary) title. The University Academic Council decides whether to establish a department. The Rector issues an establishment order on the basis of that decision.
  3. 1.3. The document places the department within the Faculty of Thermal Power Engineering. Its staff comprise academic teaching staff, research staff, engineering and technical staff, and teaching-support personnel.
  4. 1.4. The Rector or First Vice-Rector approves the department’s staffing schedule upon submission by the Faculty Dean.
  5. 1.5. In its activities, the department is governed by the Constitution of Ukraine; Ukrainian laws and other regulatory legal acts; the Charter of Igor Sikorsky Kyiv Polytechnic Institute; the Institute’s Internal Rules; and these Regulations.
  6. 1.6. Matters not covered by these Regulations are decided by the Rector in light of the circumstances and in accordance with applicable law.

2. Main tasks of the department

  1. 2.1. Ensure the educational process meets educational standards and enables students to obtain higher education. Provide educational activity at a high level, enabling students to earn the appropriate degree in their chosen speciality.
  2. 2.2. Provide practical training for students through placements at enterprises, institutions and organisations under agreements concluded by the University, or in University units that provide practical training.
  3. 2.3. Conduct educational, research, innovation, international and other activities.
  4. 2.4. Support the creative activity of participants in the educational process and preserve and develop society’s moral, cultural and scientific values and achievements.
  5. 2.5. Establish international links through the University’s international activity in education, science, sport, art and culture.
  6. 2.6. Provide training for postgraduate and doctoral students and educate innovation-oriented specialists; develop modern research capacity able to create and implement innovative research results.
  7. 2.7. Develop textbooks, teaching manuals, research works, methodological publications and other materials within the department’s field, and maintain the department’s academic presence on the global internet.
  8. 2.8. Organise internships and professional development for the department’s academic teaching and research staff.
  9. 2.9. Work according to an annual departmental plan covering the areas and tasks set out in these Regulations. The department discusses and approves the plan at a departmental meeting.
  10. 2.10. Discuss the department’s main tasks at departmental meetings. Decisions adopted at a meeting are binding on department employees. Meetings are held at least once a month and attended by the department’s academic teaching and research staff. A meeting has a quorum if at least two-thirds of the academic teaching and research staff for whom the department is their primary workplace are present. Decisions are adopted by a simple majority of those present. Minutes are taken and signed by the Head of Department (or deputy) and the department secretary. Other persons may be invited to attend.

3. Functions of the department

Educational process

  1. 3.1. Conduct classes and assessments in the department’s subjects in accordance with higher-education standards, the regulations governing the educational process, curricula and subject syllabi.
  2. 3.2. Submit proposals to the Faculty Dean’s Office concerning the class timetable.
  3. 3.3. Provide practical training for students in the department’s specialities.
  4. 3.4. Arrange agreements required for students’ practical training.
  5. 3.5. Prepare students to take part in olympiads and competitions.
  6. 3.6. Assess students in the department’s specialities and ensure the effective work of the relevant examination boards.
  7. 3.7. Organise and conduct entrance examinations, including additional entrance examinations, for admission to the second cycle of higher education leading to a master’s degree.
  8. 3.8. Appoint academic-group advisers and organise their work.
  9. 3.9. Participate in entrance examinations for the third cycle of higher education leading to the degree of Doctor of Philosophy.

Methodological activity

  1. 3.10. Develop the sequence of subjects (structural and logical schemes) and curricula and working curricula for the department’s specialities.
  2. 3.11. Develop syllabi for departmental subjects and programmes for practical training.
  3. 3.12. Develop topics for individual assignments and final qualification work for the relevant higher-education degree.
  4. 3.13. Produce textbooks, teaching manuals and other educational and methodological publications for departmental subjects.
  5. 3.14. Develop methods and criteria for assessing students’ acquired competences and rating systems for assessing student knowledge.
  6. 3.15. Review and provide expert assessment of educational and methodological publications for departmental subjects.
  7. 3.16. Organise and conduct departmental methodological and research-methodology seminars.
  8. 3.17. Supervise, review and advise on final qualification work for the relevant higher-education degree.
  9. 3.18. Develop educational programmes (professional and research programmes) in the department’s specialities.
  10. 3.19. Participate in developing the Faculty’s information packages.

Research and innovation

  1. 3.20. Ensure effective research and innovation through research conducted by academic teaching staff, doctoral and postgraduate students, departmental students and employees of research units within the Faculty, in approved areas of science and technology and innovation.
  2. 3.21. Organise the training of highly qualified research staff in fundamental, natural-science and engineering fields, involving leading University and academic-institute researchers in supervising master’s and postgraduate students.
  3. 3.22. Strengthen the research component of master’s curricula and involve master’s students in research projects.
  4. 3.23. Participate in developing the University’s innovation structures, including its science park, technology park and business incubators, in the department’s priority research fields.
  5. 3.24. Take measures to create intellectual-property objects and protect intellectual-property rights; transfer technology, including through the Kyiv Polytechnic Science Park’s innovation environment; and implement licence agreements.
  6. 3.25. Carry out international research projects and programmes, grants and contracts commissioned by foreign organisations and companies.
  7. 3.26. Take organisational and methodological measures to increase citation of staff research and expand the presence of their publications in journals and conference proceedings indexed in international bibliographic databases such as Scopus and Web of Science.

Organisational activity

  1. 3.27. Submit proposals concerning staffing and the staffing schedule.
  2. 3.28. Organise quality control of classes and students’ practical training.
  3. 3.29. Establish and maintain links with University units and other organisations.
  4. 3.30. Support professional development for the department’s academic teaching staff and assist with staff employment.
  5. 3.31. Organise career-guidance activities and attract applicants to study in the department’s specialities.
  6. 3.32. Prepare documents required for licensing and accreditation within the department’s specialities.
  7. 3.33. Organise the creation and maintenance of the department’s official website, with three to five audience-oriented items per week, and the Electronic Campus information and telecommunications system in accordance with the University’s rules for departmental websites.
  8. 3.34. Publicise the results of the department’s work.
  9. 3.35. Ensure staff participation in expert councils, commissions and working groups of the Ministry of Education and Science of Ukraine and in specialised academic councils.
  10. 3.36. Maintain records management and transfer documents for archival storage.
  11. 3.37. Determine academic teaching staff performance ratings.
  12. 3.38. Create and maintain information and communication resources in the University’s kpi.ua domain.

International activity

  1. 3.39. Jointly with the International Relations Directorate, prepare cooperation-agreement projects with units of foreign universities and organise their implementation.
  2. 3.40. Initiate and conduct international conferences and develop their programmes at department and Faculty level.
  3. 3.41. Prepare project proposals for participation in international competitions, programmes, funds and grants.
  4. 3.42. Participate in international research and publish in international outlets.
  5. 3.43. Delegate staff to participate in international conferences, seminars, competitions and exhibitions.
  6. 3.44. Provide training for international students.
  7. 3.45. Develop academic mobility through participation in international programmes and projects.
  8. 3.46. Propose the creation of joint structures with foreign partners, including laboratories, centres, research groups, editorial teams and consortia.
  9. 3.47. Ensure staff participation in international professional organisations in automation.
  10. 3.48. Present the results of the department’s educational and research activities in English.

4. Department governance

  1. 4.1. The Head of Department leads the department and may not serve more than two terms.
  2. 4.2. The Head of Department must hold a research degree and/or an academic (honorary) title relevant to the department’s profile.
  3. 4.3. The Head of Department is selected through an open competition by secret ballot of the University Academic Council for a five-year term, taking into account proposals from the Faculty and department staff. The Rector concludes an employment contract with the Head of Department.
  4. 4.4. The Head of Department organises the educational process and implementation of curricula and subject syllabi, and monitors the quality of teaching, methodological work and research by teaching staff.
  5. 4.5. The Head of Department ensures that the department performs its functions and carries out orders, directives and instructions from the Rector and Dean. The Head also develops a coherent, positive online profile of the department as a University unit able to compete internationally in education and research services.
  6. 4.6. The Head of Department reports to the Faculty Dean and acts under the position description and contract.
  7. 4.7. Under the University’s regulations on research leaders of units (institutes, faculties and departments), the department may elect a research leader and a research consultant.
  8. 4.8. The published regulation states that the department is funded from the Faculty of Thermal Power Engineering’s budget. Relevant Faculty units may provide administrative support for its financial, economic and research activities.

5. Termination of the department’s activity

  1. 5.1. The department’s activity may be terminated through reorganisation or liquidation.
  2. 5.2. The department’s activity is terminated by an order of the Rector, in the manner and under the conditions stipulated by the Charter of Igor Sikorsky Kyiv Polytechnic Institute and applicable Ukrainian law, following a decision of the University Academic Council.
