The automated commercial heat-accounting system (ASKOT) was specified for Kyivenergo CHP-5 as a software-and-hardware platform for accurate measurement, calculation and reporting of delivered heat. Its objectives included monitoring network and make-up-water operating conditions, signalling deviations from configured limits, preserving historical data and reducing the operating effort associated with heat accounting. The system measured, processed and displayed commercial heat-accounting values and current process readings. It automatically archived the data and provided backup, with provision for copying server-held records for long-term retention. Staff with assigned access rights could view operating and accounting information through mimic diagrams, tables and charts, review or print values for selected time periods, and generate and print heat-accounting reports using the specified reporting forms.
Measured parameters included volumetric flow (Gv) and mass flow (Gm) in supply and return mains and make-up-water lines A, B and C; supply and return temperatures (t1 and t2), raw-water temperature and accumulator-tank temperature; pressures in the supply, return and make-up-water lines; make-up-water levels in accumulator tanks; and heat delivered through the CHP-5 networks, expressed in Gcal and MWh.
Operators could view instantaneous values and equipment status on network-pipeline mimic diagrams, select subsystems for display and see shut-off-valve positions, with manual position changes available. The system provided alarms for deviations from configured limits and allowed alarm thresholds to be adjusted. A unified time service synchronised with the control-office information system and GPS if communication with the office system was unavailable.
